If you want a hole in a tube at an arbitrary angle it best to base the hole on a sketch.
The sketch will have a point at 0,0 and you select "Placement from sketch" from the hole dialog.
The sketch must move around with the angle. To do this you need a sketch in the plane parallel to the base of the tube:
That bright hole is what you attach the smaller sketch to:
If you use some other method it may be that not all angles around the tube are respected.
