After you have installed Inventor you'll have a directory like this:
C:\Users\Public\Documents\Autodesk\Inventor 2019\SDK
or something very similar.
Click on the DeveloperTools.msi . UserTools.msi has real tools together with source code, so maybe good for looking at samples.
Once you have installed the SDK you'll find another .msi file for the Wizards which create application skeletons for you. It will be somewhere like this:
C:\Users\Public\Documents\Autodesk\Inventor 2019\SDK\DeveloperTools\Tools\Wizards\InventorWizards.msi
